Energy Services Administrator
Kootenai Electric Cooperative is located in scenic North Idaho, the heart of abundant recreational opportunities. Settled in a beautiful lakefront mountain setting, it is a favorite destination for tourists. Just outside our back door are national forests, lakes, rivers, and trails offering plenty of opportunities for hiking, biking, boating/water sports, fishing, hunting, golfing, snow sports, and much more. The four distinct seasons offer recreational opportunities year-round. The Coeur d'Alene/Hayden metropolitan area also offers a variety of entertainment and shopping venues and is a short 45-minute drive to Spokane, Washington and access to domestic and international air travel.
The Energy Services Program Administrator develops, implements and administers energy conservation projects and programs. This includes direct interaction with KEC members, contractors, and vendors as a technical resource to facilitate the implementation of the Cooperative's energy conservation programs.

Job Responsibilities/ Essential Functions
Develops, designs, and facilitates energy efficiency programs and projects and renewable energy initiatives and programs.
Serves as the Cooperative's principal developer and facilitator of energy efficiency and renewable energy initiatives and programs.
Develops KEC's energy services processes and programs.
Prepares incentive and financing agreements for energy efficiency and renewable energy projects.
Implements and administers the energy conservation programs of KEC and Bonneville Power Administration (BPA), maintaining minimum standards, documentation, reporting, filing and other program requirements.
Performs the duties and activities needed to support the Bonneville Power Administration (BPA) Energy Efficiency Programs as provided through KEC's contractual requirements.
Responsible for maintaining records for previous loans including weatherization loans made by BPA. Assists Accounting in processing and reconciling reports and requests to release liens and payoffs.
Provides technical assistance to members, contractors, vendors, builders and developers related to the implementation of the energy conservation programs.
Develops relationships with contractors, members, BPA and local organizations promoting energy efficiency, renewable energy and demand side management. Meets with members, developers, contactors, and others to explain programs and initiate projects.
Provides pre-approval for energy conservation projects and post project inspections.
Provides elevated support for the Member Service Representatives regarding member questions concerning energy conservation and high bill concerns.
Reviews monthly rebates and completed incentives. Produces monthly invoice to BPA for conservation measures or projects that are eligible for BPA reimbursement.
Maintains the KEC product area including product ordering and inventory.
Provides analysis of and elevated support for member questions concerning energy efficient products, high bill concerns, rebates and incentives.
Develops and manages budget for energy services programs.
Develops energy conservation marketing plans, support materials, briefings, and training.
Assists in the general marketing and promotion of the Cooperative through member outreach meetings, community events, and other functions aimed at increasing the awareness of KEC and the Cooperative's conservation programs.
Continually increases knowledge and training in energy conservation. Stays current with changing technologies. Promotes efficient energy use and guides members in the area of energy conservation. Serves as the Cooperative's technical expert on these initiatives and programs when communicating with others.
Conducts quality assurance inspections of selected rebated installations.
Performs other duties as assigned or required.
o Requires 3-5 years' experience in one or more of the following areas: conservation related project management, construction management, performance contracting, residential/commercial/industrial energy management, weatherization or electrical field. Experience should include application of residential/commercial/industrial energy efficiency improvement technologies in areas including HVAC, lighting, building envelope, refrigeration, motors, controls, compressed air systems, material handling systems and industrial processes.
o Bachelor's degree in energy efficiency, energy management, engineering, economics, business, or related discipline or equivalent relevant experience.
Knowledge and Skills:
o A solid technical understanding of energy conservation products, programs and systems (i.e. HVAC systems, water heating systems, building components, efficient lighting options) with the ability to communicate technical details in a simple, non-technical manner.
o Clear understanding of electric technologies, specifically related to energy use, energy efficiency and efficient building construction practices.
o Effective written, verbal, and interpersonal skills, with the ability to present material in a clear, concise and educated manner.
o Effectively handles priorities and completes them in a timely manner.
o Effective skills in program management, leadership, and customer relations.
o High level of computer skills including experience using email, web-based resources, Microsoft Office products, specifically, Microsoft Excel, Word, and PowerPoint.
o Knowledge of KEC policies and procedures or ability to obtain that knowledge in a reasonable time period.
Prefer training, certification, or experience in one or more of the following: BPI (Building Analyst or Building Envelope), RESNET (Energy Auditor or HERS Rater), LEED (sustainable building advisor), BOMA (Energy Efficiency Program), PTCS (Certified Technician), or working with BPA.
Mental Demands: Must be organized and able to concentrate, prioritize, compare, compile, compute, and coordinate.
o Typically, normal office environment with low to moderate levels of noise exposure and a comfortable temperature-controlled work area with occasional work outside for various events.
o Travel may be required.
